The three cities apply different hukou tests to Hong Kong graduates in 2026. Shanghai weighs a degree-pathway category plus months of qualifying social insurance; Beijing weighs employer eligibility, an annual quota and a 360-day study-abroad test; Shenzhen weighs an age-and-degree test with no social-insurance months set in the rules. These are the rules as published on the official pages checked on 8 October 2026, and cities revise them, so re-check the declaration-system lists, the CSCSE notices and the Guangzhou expiry before you act.
Shanghai: a degree category plus social insurance at the right base
The governing text is 沪人才规〔2025〕3号, issued on 19 November 2025 by the Shanghai Municipal Talent Work Bureau. It took effect on 1 December 2025 and runs to 30 November 2030, replacing the earlier 沪人社规〔2020〕25号. The employer files the application through the Shanghai “One-Network” (一网通办) portal.
The rules sort applicants into five degree categories in Article 3. Category 1 is an overseas doctorate, generally with at least one year abroad (half a year for a joint or cooperative programme). Category 2 covers a mainland “Double First-Class” university full-time bachelor’s plus an overseas master’s; or a mainland non-Double First-Class full-time bachelor’s plus a master’s from an overseas “high-level university”; or an overseas bachelor’s plus an overseas master’s. Category 3 is an overseas bachelor’s from a high-level overseas university. Category 4 is visiting scholars or postdocs with a mainland master’s or associate-senior title and at least one year abroad. Category 5 is any other overseas bachelor’s or master’s not meeting items 2 or 3.
A “high-level overseas university” means an institution on the world top-500 lists of Times Higher Education, U.S. News & World Report, QS and ShanghaiRanking, as confirmed and published by the municipal Talent Bureau; the list held in the declaration system governs. The list only matters for the routes that name it. Time-abroad requirements apply: a master’s stage generally needs at least half a year abroad, a bachelor’s stage generally at least two years. Credit-transfer and mainland-quota cooperative programmes are excluded. If you also studied at a mainland campus after admission, your time and credits abroad must generally be at least 50 per cent of the total — 80 per cent of credits if you earned summer credits in the mainland through non-degree courses. The institution that counts is the one named on your CSCSE overseas credential certificate.
For a Hong Kong master’s graduate the category turns on the bachelor’s, not on whether the Hong Kong university sits on the list. A mainland “Double First-Class” full-time bachelor’s plus a Hong Kong master’s from any overseas university is category 2. A Hong Kong (overseas) bachelor’s plus a Hong Kong master’s is also category 2. Only a mainland non-Double First-Class full-time bachelor’s plus a Hong Kong master’s from an institution not on the high-level list falls to category 5.
Everyone must arrive in Shanghai within two years after returning to China and keep working there, sign a labour or employment contract, and pay social insurance and individual income tax in Shanghai.
The social-insurance threshold depends on the category. For categories 1 to 4 you need the most recent six consecutive months at the same employer, with a contribution base not lower than the previous year’s average wage of urban employees in Shanghai. For category 5 you need the most recent twelve consecutive months at not less than 1.5 times that average wage. Tax records must reasonably match the base. Back-paid contributions, payments by an entity different from the contracting employer, and payments through third parties are not recognised. Checking is mostly automatic.
The benchmark is the Shanghai average wage. The Shanghai Municipal Human Resources and Social Security Bureau announced on 18 August 2026 that the 2025 full-scope urban employee average wage is RMB 12,577 per month (the 2024 figure was RMB 12,434, announced in 2025). The rule text compares the base with the previous year’s average wage and states that the figures officially published during the transition period govern. One and a half times RMB 12,577 is about RMB 18,866. The declaration system’s current benchmark governs.
A faster route exists under Article 4. You may file directly without a social-insurance wait if you are an overseas doctorate from a high-level overseas university; hold associate-professor-level or above posts at high-level overseas universities or research institutions; hold senior roles at Fortune Global 500 firms or multinationals; or are recognised as high-level talent. A six-month route applies to STEM bachelor’s or above from a high-level overseas university hired by employers on the “Shanghai Science and Technology Innovation Job List” or in key industries, zones or basic research. An entrepreneur route also exists.
The employer must be registered in Shanghai with hiring autonomy — government bodies, public institutions, social organisations, or partnerships such as accounting or law firms — or an enterprise consistent with Shanghai’s industrial direction with registered capital of RMB 1 million or more, good standing, normal operation, tax compliance and social-insurance participation. A non-legal-person branch needs its parent company to hold at least RMB 1 million registered capital.
The contract must be valid for two years or more with at least three months remaining from the date of online acceptance. Any probation period must be completed before filing. Dispatched staff are generally out of scope. The applicant must be at least five years before statutory retirement age.
The old “top 50 direct, top 51 to 100 after six months” tiers that still circulate online come from a Shanghai HRSS notice dated 1 June 2022, a pandemic-recovery support measure; they are not in the 2025 text. The 2025 implementation rules contain no top-50 or top-100 tier. The 2026 Shanghai government regulation 沪府规〔2026〕1号 (Provisions on encouraging overseas students to work and start businesses in Shanghai, in force from 1 February 2026 to 31 January 2031) only says overseas students may apply for Shanghai hukou under the relevant rules and that confirmed high-level overseas talent get a “green channel”.
The trap for a Hong Kong graduate is narrow. It is the combination of a mainland non-Double First-Class bachelor’s with a Hong Kong master’s from an institution not on the high-level list, which lands you in category 5 and forces twelve months of contributions at 1.5 times the average wage — about RMB 18,866 a month in 2026. A Hong Kong master’s from any university does not by itself push you to category 5, and the list does not govern every route. Check the declaration-system list before you accept the job’s salary structure.
Beijing: employer eligibility, an annual quota, and a 360-day study test
The governing text is 《非京籍留学回国人员在京就业落户实施办法》, issued by CSCSE (Ministry of Education) in its 2025 version. The page states it replaces the August 2024 version; an announcement dated 25 November 2025 cites the measures as released on 10 November 2025.
The applicant test (Article 7) needs a master’s degree or above obtained outside the mainland (or a mainland doctorate followed by postdoctoral research abroad). You need at least 360 days studying abroad, counted inclusively. The time from your first return after finishing studies to the date the employer submits the application must not exceed two years. You must be age 45 or under, inclusive. You must not have held a labour relationship with a mainland employer before going abroad, or that relationship must have ended. You need a formal labour relationship with the Beijing employer and at least three months of social-insurance contributions with that employer (or a public-institution staff post). Your personal data must be consistent with that during study. Study in Hong Kong or Macao may be used under the same conditions as overseas students (Article 4); Taiwan graduates go through the human-resources and social-security authority instead.
The employer test (Article 3) is the strict part. The employer must be a central-government-affiliated enterprise or institution in Beijing: public institutions registered with the national public-institution registry and their directly affiliated units; central state-owned enterprises supervised by SASAC or the Ministry of Finance and their subsidiaries; enterprises under State Council ministries and agencies; or central social organisations managed like public institutions. The employer must also register (备案) with CSCSE, hold a valid district-level public collective household register in Beijing, and have a designated staff member with at least six months of social insurance there.
The annual demand plan is announced in the fourth quarter. The total is strictly controlled in line with Beijing’s population-control requirements, and each employer is approved a number of places. Unused quota expires at the end of the calendar year.
The process runs as follows. The employer registers. The employer submits a demand plan. The applicant registers on the CSCSE online service hall and submits an application to the employer. The employer uploads documents. CSCSE reviews. After approval the applicant confirms information within seven working days and pays within seven working days. E-certificates (employment report certificate, hukou introduction letter) are then generated. Seven working days after generation, the household address must be pre-reviewed on the Beijing “entering Beijing hukou approval information management platform” — launched on 30 June 2025 per a CSCSE notice of 7 July 2025 — before household transfer is handled.
Two CSCSE notices change the practical picture. A notice dated 25 November 2025 (signed 8 December 2025) says that from 1 January 2026 whether the archive is in Beijing is no longer a review basis; CSCSE no longer accepts new “return-to-China archive deposit” applications made for Beijing employment reporting. A 2026 quota-adjustment notice dated 24 September 2026 says employers apply online from 14 to 25 October 2026; unused approved quota should be used by 30 November 2026 or returned, and CSCSE takes back unused quota on 1 December 2026. For people added through the adjustment, the first return after finishing studies must be on or after 1 January 2024, and they must have passed probation when the employer first files; adjusted quota is valid only through 31 December 2026.
Review periods (Article 29): employer registration within 30 working days; master’s applications within 50 working days; doctoral within 10 working days. Time to supplement documents is not counted. An employer may seek reconsideration within 60 working days of a result, once.
Beijing also runs a separate municipal channel through the Beijing Overseas Scholars Center for employers in Beijing. Its published guide (dated 2 April 2022) lists at least one year studying abroad and a recent return, with a foreign master’s degree or above, and the employer submits a talent-introduction demand for the Beijing Talent Work Bureau to review; after approval the employer has 20 working days to finish the online application. Applicants should confirm current rules with CSCSE.
The trap is the employer and the day count. The employer must be a central-government-affiliated unit in Beijing; a private company or a Hong Kong-linked firm without central-government affiliation cannot use this route. The 360-day count is inclusive and is checked against exit-entry records authorised through the 12367 app at the CSCSE credential stage. Students whose programme included periods back on the mainland should count their days before accepting an offer.
Shenzhen: an age-and-degree test with no social-insurance months in the rules
The core text is the Shenzhen Talent Introduction Implementation Measures (深人社规〔2016〕22号), issued by the Shenzhen Human Resources and Social Security Bureau. The Shenzhen Returned Overseas Students Introduction Measures (深人社规〔2017〕4号) were issued in 2017 to run for five years from 1 April 2017. For current points, rely on the 2016 talent measures and the 2024 notice in force from 1 January 2025, and confirm the live platform’s current requirements.
The applicant test covers overseas students holding a bachelor’s degree or above obtained abroad, or visiting scholars or postdocs with at least one year at overseas universities or research institutions with some results, aged under 45 (45周岁以下). A separate notice, 深人社发〔2024〕52号, dated 18 December 2024 and in force from 1 January 2025, says returned students no longer need the Shenzhen “Certificate of Overseas Study Qualification” and may apply directly. The proof for overseas students is the CSCSE “Overseas Credential Certificate”, the “Hong Kong and Macao SAR Credential Certificate” or the Taiwan one.
No official page checked sets an employer-qualification test for this Shenzhen route. Employers registered in Shenzhen automatically get talent-introduction filing rights on obtaining a unified social credit code. After approval, a unified “Talent Introduction Notice” e-certificate is issued and printable from the Shenzhen integrated talent service platform. False materials lead to refusal, cancellation or removal of the registration.
The rules list no social-insurance months requirement; the text does not mention social insurance. A service guide on the Guangdong government services platform (Nanshan listing) shows a 7-working-day commitment period for returned overseas student introduction. The applicant must be aged under 45 and hold a bachelor’s or above, and carry a clean criminal record. Applications may be employer-led or individual; an individual needs a clear hukou address.
The trap is the age limit. The text says 45周岁以下 (under 45), so check how the platform counts your birthday before you plan around a late filing. Because no official page sets a minimum social-insurance period, confirm the live platform’s current requirements before relying on the absence of one.
Comparison at a glance
| City | Who qualifies | Employer | Clock |
|---|---|---|---|
| Shanghai | Five degree categories; arrive within 2 years; pay SI and IIT in Shanghai | Registered in Shanghai; or enterprise with RMB 1m+ capital meeting industrial direction | 6 months SI (cats 1–4) or 12 months at 1.5× wage (cat 5); contract ≥2 years |
| Beijing | Master’s+; 360 days abroad; ≤2 years from return; age ≤45 | Central unit in Beijing, registered with CSCSE, holds collective hukou | Annual quota; 3 months SI; 7 working days each for confirm/pay and pre-review |
| Shenzhen | Bachelor’s+; age under 45; clean record | None set; Shenzhen-registered employers auto-qualify | 7-working-day commitment; no SI months in text |
Which route fits which situation
Your employer is a central state-owned enterprise in Beijing. The Beijing route is open if the unit registers with CSCSE, holds a valid district-level collective hukou, and has a staff member with at least six months of Beijing social insurance. You still need a master’s or above, 360 days abroad, and age 45 or under.
Your employer is a private or Hong Kong-linked firm in Shanghai. Shanghai does not require a central affiliation. If the firm is consistent with Shanghai’s industrial direction, has registered capital of RMB 1 million or more, good standing, normal operation, tax compliance and social-insurance participation, it can file. Your degree category then decides the social-insurance wait.
You hold a taught master’s of under a year with returns to the mainland during term. For Beijing the 360-day inclusive study-abroad test may fail; count your days against exit-entry records first. For Shanghai, credit-transfer and mainland-quota cooperative programmes are excluded, and if you studied at a mainland campus your time and credits abroad must generally be at least 50 per cent of the total; confirm your category before counting on a short wait.
You want the lightest documentation and no social-insurance wait. Shenzhen lists no social-insurance months and, from 1 January 2025, dropped the qualification certificate. Confirm the live platform’s current requirements, because no official page sets a minimum period.
What changed since the 2025 guides
Shanghai replaced its 2020 rules from 1 December 2025 with 沪人才规〔2025〕3号. The old “top 50 direct, 51 to 100 after six months” tiers come from a Shanghai HRSS notice dated 1 June 2022 (pandemic-recovery support measures) and are not in the 2025 text. Beijing’s 2025 measures restrict employers to central units in Beijing and require 360 days abroad. Shenzhen dropped the qualification certificate from 1 January 2025 under 深人社发〔2024〕52号.
Your Hong Kong degree and the CSCSE certificate
Degrees from Hong Kong institutions are evaluated by CSCSE. You apply yourself on the CSCSE online service hall; no agent or third party may apply for you. Register, then complete real-name verification. Complete real-person verification with the National Immigration Administration “12367” mobile app, which produces an 8-digit authorisation code letting CSCSE retrieve your exit-entry records. The fee is RMB 360 per evaluation. Time limits run within 10 working days for most US/Canada and most Sino-foreign programmes, within 15 working days for most UK, France, Italy, Australia, New Zealand and Singapore institutions, and within 20 working days for other countries and regions; Hong Kong is not named in the first two groups. No expedited service is offered. For certification timelines and rejection reasons, see CSCSE certification: top issues and timelines.
FAQ
Does my Hong Kong degree count as “overseas” for these rules?
Hong Kong degrees are evaluated by CSCSE, and for Beijing, study in Hong Kong follows the overseas-student conditions. Shanghai uses the institution named on your CSCSE overseas credential certificate to decide your degree category. The three cities do not state a stronger claim than this.
How many days abroad does Beijing require?
Beijing requires at least 360 days studying abroad, counted inclusively, under the CSCSE 2025 measures (Article 7). The time from your first return after finishing studies to the employer’s submission must not exceed two years.
How many social-insurance months does Shanghai need?
It depends on your degree category. Categories 1 to 4 need the most recent six consecutive months at the same employer at the previous year’s average wage or above. Category 5 needs the most recent twelve consecutive months at not less than 1.5 times that average wage — about RMB 18,866 a month in 2026.
Does Shenzhen require social-insurance months?
The Shenzhen rules list no social-insurance months requirement; the text does not mention social insurance. No official page checked sets a minimum number, so confirm the live platform’s current requirements before you rely on the absence.
What contribution base does Shanghai compare against?
The base is compared with the previous year’s average wage of urban employees in Shanghai. The 2025 figure is RMB 12,577 per month, announced on 18 August 2026, and the declaration system’s current benchmark governs. One and a half times that is about RMB 18,866.
Guangzhou in brief
Guangzhou’s Administrative Measures for Talent Introduction and Hukou (穗府办规〔2025〕9号, re-issued 4 July 2025) let master’s holders under 45, doctorates under 50, and overseas bachelor’s holders under 40 apply, with a labour contract and Guangzhou social insurance; the measures expire on 31 December 2026. For the four-city rulebook see Hong Kong graduates: Beijing and Shanghai hukou in 2025.
Check before you act
The rules above are those published on the official pages checked on 8 October 2026, and cities revise them. Re-check the declaration-system lists, the CSCSE notices and the Guangzhou expiry before you file anything.
