Hong Kong master's to mainland hukou in 2026: city-by-city timeline

Updated:

The path from a Hong Kong master’s degree to a mainland hukou runs through four ordered stages: a credential evaluation by CSCSE, a check of the day-counts and return windows each city sets, the employment and contribution period that starts the city’s own clock, and the employer’s filing followed by the official review. The order is fixed, and each city starts its clock at a different moment. These are the rules as published on the official pages checked on 8 October 2026; cities revise them, so re-check the Shanghai declaration-system list, the CSCSE notices, and the Guangzhou expiry before you act.

Step 1: CSCSE credential evaluation for a Hong Kong degree

You must apply yourself on the CSCSE online service hall; no agent or third party may apply for you.

Register an account. Complete real-name verification. Carry out real-person verification with the National Immigration Administration “12367” mobile app, which produces an 8-digit personal authorisation code that lets CSCSE retrieve your exit-entry records. Fill in the application form, upload your materials, and pay the fee online.

Prepare these materials before you start: your degree certificate; the travel documents you used during study, such as your passport, exit-entry permit, visa and endorsements; a recent photo; an authorisation statement; and an official full transcript, which CSCSE recommends you include. The fee is RMB 360 per evaluation.

CSCSE publishes three working-day limits. Degrees from most United States and Canadian institutions, and most Sino-foreign cooperative programmes, are completed within 10 working days. Most institutions in the United Kingdom, France, Italy, Australia, New Zealand and Singapore are completed within 15 working days. Other countries and regions are completed within 20 working days. Hong Kong is not named in the first two groups, so plan for the longest published limit of 20 working days. No expedited service is offered. Delays can come from the awarding institution not responding, public holidays, or missing supplementary materials.

The outcome is one of three. A passed evaluation issues an electronic certificate that is verifiable online. A temporarily-not-evaluated result is refundable. A refused result, where fraud is found, gives no refund. You may request reconsideration once, free of charge, within 12 months of the result.

The certificate names the awarding institution. Shanghai uses that name to decide which institution counts for its degree categories, so the exact wording on the certificate matters for the later steps.

Step 2: Check the days and dates before you accept an offer

Each city measures your study and your return differently. Read these numbers before you sign anything.

Beijing. Under the CSCSE measures for non-Beijing returned overseas students, you need at least 360 days (inclusive) studying abroad. The time from your first return after finishing studies to the date the employer submits the application must not exceed two years. You must be aged 45 or under, inclusive. Hong Kong study is treated under the same conditions as overseas students.

Shanghai. For a master’s stage, the time abroad is generally at least half a year. You must arrive in Shanghai within 2 years after returning to China and keep working there. Your age must be at least 5 years before the statutory retirement age. Which social-insurance threshold later applies depends on your degree category, so confirm the category your Hong Kong degree falls into before you accept.

Shenzhen and Guangzhou. Shenzhen sets the age at under 45 for the returned overseas student route. Guangzhou sets master’s degree holders at under 45, and its measures run only to 31 December 2026.

If your days abroad or your return window fall short of these figures, no later application can fix it. Check the count now.

Step 3: Start the city clock

The clock starts when you begin the qualifying work and contributions. The moment differs by city, and so does the waiting period.

Shanghai

Document 沪人才规〔2025〕3号 was issued on 19 November 2025 by the Shanghai Municipal Talent Work Bureau and is in force from 1 December 2025 to 30 November 2030. It replaces 沪人社规〔2020〕25号.

Your employer files through the Shanghai “One-Network” (一网通办) portal. The employer must be registered in Shanghai with hiring autonomy, or an enterprise consistent with Shanghai’s industrial direction with registered capital of RMB 1 million or more, good standing, normal operation, tax compliance and social insurance participation.

Which social-insurance threshold applies depends on your degree category. A Hong Kong master’s graduate with a mainland “Double First-Class” full-time bachelor’s, or with an overseas (Hong Kong) bachelor’s plus the overseas master’s, falls in category 2 and needs the standard threshold. Only a mainland non-Double-First-Class bachelor’s plus a master’s from an overseas university that is not on the Talent Bureau’s high-level (top-500) list falls to category 5. The list in the declaration system governs whether a university counts as high-level.

Categories 1 to 4 require the most recent 6 consecutive months at the same employer, with a contribution base not lower than the previous year’s average wage of urban employees in Shanghai. Category 5 requires the most recent 12 consecutive months at not less than 1.5 times that average wage. Tax records must reasonably match the base. Back-paid contributions, payments by a different entity from the contracting employer, and payments through third parties are not recognised.

The Shanghai Municipal Human Resources and Social Security Bureau announced on 18 August 2026 that the 2025 full-scope urban employee average wage is RMB 12,577 per month. On that figure, 1.5 times is about RMB 18,866. The rule text compares the base with the previous year’s average wage, and the figures officially published during the transition period govern.

After you meet the threshold, the review runs in stages: initial review within 5 working days after on-site acceptance, then final review by the Talent Bureau within 10 working days, then the household transfer procedure with the public security authority. Your labour contract must be valid for 2 years or more with at least 3 months remaining from the date of online acceptance. Any probation period must be completed before filing. Dispatched staff are generally out of scope.

Beijing

The CSCSE measures (《非京籍留学回国人员在京就业落户实施办法》, the 2025 version released on 10 November 2025, replacing the August 2024 version) require a formal labour relationship with a Beijing employer and at least 3 months of social insurance contributions with that employer. The employer must be one that can use this route: central government-affiliated enterprises and institutions in Beijing, central state-owned enterprises and their subsidiaries, enterprises under State Council ministries and agencies, or central social organisations managed like public institutions. The employer must also register with CSCSE, hold a valid district-level public collective household register in Beijing, and have a designated staff member with at least 6 months of social insurance there.

Employer quota governs. CSCSE announces the next year’s demand plan in the fourth quarter; the total is strictly controlled in line with Beijing’s population control requirements, and unused quota expires at the end of the calendar year. For 2026, a quota adjustment notice dated 24 September 2026 sets employer applications online from 14 to 25 October 2026; unused approved quota should be used by 30 November 2026 or returned, and CSCSE takes back unused quota on 1 December 2026. People added through this adjustment must have first returned on or after 1 January 2024 and passed probation when the employer first files; the adjusted quota is valid only through 31 December 2026.

From 1 January 2026, whether your archive is held in Beijing is no longer a review basis. Employers contact the current archive holder directly, and CSCSE no longer accepts new “return-to-China archive deposit” applications made for Beijing employment reporting.

The review period for a master’s application is within 50 working days. After approval, you confirm your information within 7 working days and pay within 7 working days. Then the e-certificates are generated. Seven working days after generation, the household address must be pre-reviewed on the Beijing “entering Beijing hukou approval information management platform” before the household transfer is handled.

Shenzhen

The Shenzhen Returned Overseas Students Introduction Measures (深人社规〔2017〕4号) were issued in 2017 to run for five years from 1 April 2017. For current points, rely on the 2016 talent introduction measures (深人社规〔2016〕22号) and the 2024 notice in force from 1 January 2025. Notice 深人社发〔2024〕52号, dated 18 December 2024 and in force from 1 January 2025, removed the need for the Shenzhen “Certificate of Overseas Study Qualification”; the proof is the CSCSE “Hong Kong and Macao SAR Credential Certificate” or the “Overseas Credential Certificate”. The measures set the age at under 45 and allow employer-led or individual applications, with a clean criminal record. No official page checked sets a minimum number of social-insurance months for this route, so applicants should confirm the live platform’s current requirements. The Guangdong government services platform service guide shows a 7-working-day commitment period for returned overseas student introduction.

Guangzhou

Administrative Measures 穗府办规〔2025〕9号, re-issued on 4 July 2025 by the Guangzhou municipal government general office, are valid until 31 December 2026. A master’s degree holder aged under 45 may apply to move hukou if they come to work or start a business in Guangzhou. Staff are people with a labour contract and social insurance payments in Guangzhou. The text does not set a number of social-insurance months for master’s graduates. Because the measures expire on 31 December 2026, readers should check for renewal.

A planning example

The figures below are planning arithmetic from published limits, not an official promise of total duration. No official figure for the full period from first day of work to hukou card is published, so treat these as the sum of the published clocks only.

Shanghai route (6-month threshold). Suppose your Hong Kong master’s fits categories 1 to 4. You work and contribute for 6 consecutive months. The employer files. Initial review takes up to 5 working days. Final review takes up to 10 working days. The earliest the household transfer can begin is after those 6 months plus 5 working days plus 10 working days. The Shanghai personnel-file verification step has no published duration in the rules, so it is not included in this arithmetic. If your degree fits category 5, replace the 6 months with 12 consecutive months at the higher base.

Beijing route. You work and contribute for at least 3 months with the Beijing employer. The employer holds quota and files. Master’s review takes up to 50 working days. After approval you confirm within 7 working days and pay within 7 working days. After the e-certificates are generated, the address pre-check happens 7 working days later. The earliest the household transfer can be handled is after the 3 months plus 50 working days plus 7 working days plus 7 working days plus 7 working days. The two-year return window and the employer’s quota expiry still bound the whole sequence. Beijing quota availability is decided by the employer’s approved annual number, not by the applicant.

Working-day limits are not calendar-day limits, and supplementary-document requests stop the clock. Build buffer into any personal plan.

What can stall the timeline

Back-paid contributions are not recognised in Shanghai. Contributions paid by a different entity from the contracting employer are not recognised. Payments through third parties are not recognised. In Beijing, the last three months of Beijing social insurance records must be continuous actual payments; back-payments do not count.

Probation must be completed before filing in both Shanghai and Beijing. The Beijing unit acceptance letter requires you to have passed probation at first submission, with the remaining contract term at least 6 months. Shanghai requires any probation period completed before filing and at least 3 months remaining on a 2-year-or-longer contract at online acceptance.

Employer quota can run out. Beijing’s total is strictly controlled and unused quota expires at year end; for 2026, CSCSE takes back unused quota on 1 December 2026.

Supplementary documents stop the review clock. Beijing’s review periods exclude the time taken to supplement documents, and CSCSE’s evaluation can be delayed by missing materials.

If a document is refused for fraud, CSCSE gives no refund. If evaluation is temporarily not evaluated, the fee is refundable, and one free reconsideration within 12 months is available.

For the credential stage specifically, see common rejection reasons and timelines.

Check before you act

These are the rules as published on the official pages checked on 8 October 2026. Re-check the Shanghai declaration-system list that governs the high-level university categories, the live CSCSE notices on quota and archives, and whether Guangzhou renews 穗府办规〔2025〕9号 after its 31 December 2026 expiry before you rely on any figure here.
